Pursuant to RSA 100-A:14, XII, the New Hampshire Retirement System (NHRS, the retirement system) is issuing this notice to inform NHRS-participating employers about legislation that may have a cost impact on political subdivision employers. The following legislation has been introduced in 2026. NHRS will send further notifications if additional legislation with a financial impact is introduced.
- House Bill 1439: This bill revises the penalty structure for retirees who exceed the annual hour limit for part-time employment.
- House Bill 1459: This bill clarifies and standardizes the application of grandfathered part-time hour limits for retirees.
- Senate Bill 601: This bill provides that the state shall pay 7.5 percent of contributions of retirement system employers other than the state for group I teachers and group II members.
- Senate Bill 651: This bill establishes procedures for the legalization, regulation, and taxation of cannabis; the licensing and regulation of cannabis establishments; and makes appropriations therefor, includes a provision for the distribution of some of the funds to pay down NHRS’ unfunded accrued liability.
