Reminder: NHRS to Discontinue ‘Lockbox’ Payment Option in July

Back in June of 2020, we announced that effective on July 1, 2021, the retirement system will discontinue its lockbox service as an option for employers to submit payments to NHRS. Instead, NHRS is requesting that its participating employers make their payments electronically.

The Importance of Termination Forms

When a member terminates employment to retire and begin collecting a pension benefit, NHRS sends his or her employer a termination form to document recent wage information and payments made after the termination date, if any. The retirement system cannot finalize the benefit payment until this information is received.

DRS Upgrade Information for Employers

NHRS is in the early stages of a multi-year upgrade of its pension administration database software, known as PensionGold (PG). The upgrade from Version 2, which has been in operation since 2002, to Version 3 is expected to be completed in 2023. The employer Data Reporting System (DRS) is a component of PensionGold, so this upgrade will have an impact on member, retiree, and insurance reporting by our participating employers.

Retiree Employment During State of Emergency

RSA 100-A:7-b states that the annual limitations on part-time employment “excludes any hours worked during an emergency,” which the statute defines, in part, as “any event declared by the governor”. Gov. Sununu declared a state of emergency in New Hampshire effective at 5:15 p.m. on Friday, March 13, 2020. As a result, any hours worked by NHRS retirees for a participating employer for the duration of this state of emergency will not count toward the annual limits on retiree work hours.
