CONCORD, NH – The New Hampshire Retirement System (NHRS, the retirement system) has received the Government Finance Officers Association of the United States and Canada’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ended June 30, 2024.
GFOA’s impartial panel said the report met the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report. The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
NHRS has received the Certificate of Achievement in 34 of the last 35 years.
“This prestigious award is a testament to NHRS’ commitment to sound financial management, transparency, and accountability,” said NHRS Executive Director Jan Goodwin. “We are proud of our long tradition of receiving this honor, which reflects our dedication to presenting a comprehensive, yet easily understandable financial picture to our members, retirees and beneficiaries as well as the Legislature and New Hampshire residents. The award highlights our Finance Department’s success in achieving the highest standards of governmental accounting and financial reporting.”
The NHRS Finance Department also received GFOA’s Award of Financial Reporting Achievement as the department primarily responsible for achievement of the certificate.
GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare annual comprehensive financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal.
NHRS will release its Annual Comprehensive Financial Report, Summary Comprehensive Annual Financial Report, and Comprehensive Annual Investment Report (CAIR) for the fiscal year ended June 30, 2025, in December.
The ACFR provides information about the financial condition of both the pension plan and the other post-employment benefit (OPEB) plans. The report also contains detailed actuarial and statistical information regarding the retirement system.
The Summary ACFR highlights the major components of the comprehensive report, such as funding, investment performance, and membership data.
The CAIR summarizes the retirement system’s investment results and provides an overview of significant investment initiatives. The report also summarizes the investment policy of the NHRS Board of Trustees and the investment philosophy of the NHRS Independent Investment Committee.
